A New Front Door to Norfolk

The Norfolk Airport Authority plans to build a new general aviation terminal and aircraft storage hangar at the Norfolk Regional Airport. The project will improve customer experience and promote economic development opportunities in northeast Nebraska. The proposed facility will become the focal point of the airport and provide a positive first impression to those visiting for business, leisure, and essential services.

The Norfolk Regional Airport is vital to the regional economy by supporting agricultural spraying operations, air cargo, and business travel. Frequent users of the airport include Menards, Norfolk Iron and Metal, Nucor and UPS.

The new Norfolk Regional Airport terminal and hangar will have a positive community impact on Norfolk and northeast Nebraska. By serving as a “front door” to the region, the modern facility will:

• Attract top talent
• Become a destination airport for transient pilots
• Increase fuel sales and visitor spending
• Provide a comfortable venue for guests and
meetings

OFK produces the 5th highest economic impact of Nebraska’s general aviation airports.

Proposed Terminal Improvements:

  • Increase terminal building from 1,500 square feet to 5,833 square feet.
  • Modern amenities, including a passenger lobby, pilot lounge, conference room, modern restrooms, kitchenette, break room and staff offices.
  • Provide a better experience for flight crews, airport staff and visitors

Proposed Hangar Improvements:

  • Increase hangar from 4,800 square feet to 9,500 square feet
  • Ability to accommodate larger business and agricultural aircraft

ESTIMATED PROJECT COSTS AND FUNDING SOURCES

The total estimated project cost is $8.86 million. The project will be funded with federal grant funds, airport revenues and Airport Authority bonds.

53% of project costs are already secured:

$3.23 million secured by Rep. Mike Flood

$1.47 million in Bipartisan Infrastructure Law funding

$295,000 expiring in 2025 if not obligated

The remaining $4.16 million to be funded by airport revenues and bonds. 

POTENTIAL BOND INFORMATION

• The Airport Authority had a bond levy from 2004 – 2019

• The initial estimated tax impact of the project to the average Norfolk homeowner is $29/year decreasing over 20 years

• Leveraging federal funds that are available now provides
excellent value to Norfolk taxpayers

PROJECT SCHEDULE

Construction is expected to begin in summer 2025 and end in
fall 2026.

AIRPORT STRATEGIC PLAN

The project is in line with the mission, vision, values and goals established in the airport’s 2022 Airport Strategic Plan.

The Steering Committee for the Strategic Plan spanned a variety of stakeholders including City staff, city council members,
airport staff, Airport Authority members, Norfolk Visitor’s
Bureau and airport users.
